BACKGROUND:

In 1968 the Mutual Aid Box Alarm System (MABAS) was organized in the northwest and western suburbs to coordinate and automate fire department mutual aid. This model is based roughly on the Chicago Fire Department’s box alarm system of predetermined resources assigned to respond to a specific incident or area. Since 1968, MABAS has grown into a multi-state organization totaling nearly 1,200 units in Illinois alone and 2,200 when added to units in adjoining states.

 

DISCUSSION:

Prior to the 2022 update, the Master Intergovernmental Agreement was last updated in 1988. The 2022 update includes accommodating certain federal units’ legal prohibition against entering into contracts with indemnification provisions as well as laws of another participating state which has similar prohibitions against local governments entering into contracts with indemnification clauses.

 

As a member unit, the City of Naperville must adopt a resolution accepting the updates without modification.
