BOARD/COMMISSION REVIEW:
On August 3, 2023 the Transportation Advisory Board (TAB) recommended approval of updates to the truck route administrative fee and escrow account (approved 5-0). Staff concurs.
BACKGROUND:
In 2020 the Illinois Department of Transportation (IDOT) made changes to the Illinois Vehicle Code Section 1-126.1, 15-107, 15-116, and 15-316. The changes were a part of an effort to clean up and simplify truck route classifications. Staff has been working with IDOT and multiple City departments to update the current truck route ordinances to comply with the new terminology in the Illinois Vehicle Code.
While updating the truck route classifications and terminology, the Transportation, Engineering, and Development (TED) Business Group partnered with the Finance Department to update 11-3-4: Roadway Damage Fees.
DISCUSSION:
The Finance Department is currently in the process of updating the backend invoicing for truck route permits and proposing changes to the truck route permit administrative fee and escrow account.
TED consulted with multiple City departments and decided removing the escrow account, which no current truck route applicants use, would allow for a more streamlined process.
The administrative fee will be increased from $15 to $35 to capture staff time and costs more accurately.

Revenue associated with increase in truck route administrative fee from $15 to $35.
