BACKGROUND:
The Water Utilities operates and maintains 17 water supply sites throughout the city. In accordance with the Illinois Environmental Protection Agency regulations, these sites are secured by fencing to prevent unauthorized access in various forms. Specifically, Title 35, Subtitle F, Chapter 1, Section 604.170 holds that, "Fencing, Locks on tank hatches or other necessary precautions must be provided to prevent trespassing, vandalism, and sabotage."

Beginning in July 2024, in support of the City's priority to provide infrastructure, electric service, and water/wastewater services that are reliable and safe, the Water Utilities conducted visual security vulnerability assessments at all sites. It was determined that several sites needed replacement or rehabbed fencing while other sites needed new fencing installed as well as additional security measures on the buildings.

In February 2020, the City Council awarded the Job Order Contracting (JOC) services to Robe, Inc. JOC is an approved alternative procurement method to the more traditional bid process used in the procurement of government construction projects. In the JOC procurement method, the City and contractor work together to develop an overall scope of services. Project cost is determined by applying each item within the scope of services to a predetermined price.
