BACKGROUND:
Since 2008, the City of Naperville, in cooperation with Naperville Township Highway Department, has been working on a road improvement plan for North Aurora Road between Frontenac Road and Fairway Drive. The proposed plan is to widen the roadway to include two lanes in each direction with a shared center turn lane, update the existing traffic signals and install a shared use path along the south side of the road.
In 2015, the project was awarded $6,000,000 in federal funding to be used for construction. The following year, the City began negotiating with TranSystems Corporation to perform the design engineering services, which included updating the design to meet all federal funding requirements, negotiating the land acquisition agreements, and preparing the design plans. A contract was awarded to TransSystems Corporation in the spring of 2017.
DISCUSSION:
At the time of contract negotiations with TranSystems, it was known that a noise study would be required as a condition of using federal funds, but it was unknown if that study would indicate if a noise wall would be required. As such, the contract scope included the initial noise study, but it did not include any services necessary to design and construct a wall.
The noise study has been completed and the results indicate that a noise wall will need to be constructed along the north side of North Aurora Road adjacent to 13 single family homes.
