BACKGROUND:
The City Council originally approved a $2,000,000 award for a two-year term (January 2024 - December 2025) to complete construction contracts using the Job Order Contracting (JOC) process rather than the traditional design-bid-build process. During 2024, departments completed 21 projects totaling $2,096,570. A Change Order in the amount of $630,000 was approved in August 2024 to provide funding for anticipated 2025 JOC projects.
DISCUSSION:
Thus far in 2025, City departments have contracted with Robe to complete nine projects totaling $472,000. The contract has approximately $178,000 remaining for the rest of 2025.
Looking at the remaining construction projects, departments have identified six to eight additional JOC projects with an estimated total cost of $200,000. Change Order #2 is requested to fund the known JOC projects and maintain a small reserve of funding for unexpected projects that arise during the second half of the year.

Job Order Contracting services are expensed on an as-needed basis. Each department is responsible for ensuring all the work completed under this contract is within the available budget. It is anticipated that the change order can be accommodated within the overall 2025 budget. However, staff will continue to monitor spending and make adjustments as needed.
