BACKGROUND:
The City Council awarded Contract 23-062 to Backflow Solutions, Inc. on February 6, 2024, for a two-year term through February 28, 2026. The purpose of this contract is to provide cross-connection control testing records administration to assist with the Illinois Environmental Protection Agency (IEPA) mandated cross-connection code compliance recordkeeping.

The records administrator interacts directly with Water Utilities customers. In addition, the administrator will request, receive, record, and maintain testing and compliance data. The backflow program administrator is responsible for all notifications sent to customers, acceptance and recording of test results, and reporting all test data to the City for submittal to the IEPA.

DISCUSSION:
During the original term of the contract, Backflow Solutions, Inc. has maintained all cross-connection compliance records and worked with the Water Utilities customers to ensure all backflow devices are compliant. Based upon the vendor's performance, the Water Utilities recommends extending the contract for the first of a two-year option. Backflow Solutions, Inc. has agreed to maintain the rates and terms established in the original contract.

The term of the first option year is from the date of award through February 28, 2028, with one two-year option remaining.
