BACKGROUND:
In January 2023, the Water Utilities issued Bid 23-026, Biosolids Removal Services, to contract with a qualified licensed biosolids hauling contractor to remove, transport, and land apply residual solids generated by the wastewater treatment process. The biosolids will be hauled from the Springbrook Water Reclamation Center (SWRC) to agricultural farmland and/or sod farms and applied in accordance with United States Environmental Protection Agency (40 Code of Federal Regulations Part 503) and other federal, state, and local regulations.

Stewart Spreading is the incumbent contractor. Staff recommends this award based on procurement history for this service and current market conditions. The term of this contract is 22-months from March 1, 2023 through December 31, 2024, with two, one-year options to extend.

Contractual services for biosolids removal are expensed to the account number listed below. A total of $274,500 is budgeted for these services in 2023. The remainder of the agreement will be budgeted appropriately during each budget period.
