BACKGROUND:
The City Council approved the award of Contract 24-240, Tree Removal and Stump Grinding, to D Ryan Tree and Landscape Service LLC and Steve Piper and Sons, Inc. on November 13, 2024, for a one-year term from January 1, 2025 to December 31, 2025 with four one-year options to extend. On August 19, 2025, the City Council approved Change Order #1 for storm damage clean-up following the storms in July.
DISCUSSION:
Both D Ryan Tree and Landscape Service LLC and Steve Piper and Sons, Inc. have performed well during the original term of the contract and assisted with tree removals and other storm clean-up in July.
Based on the vendors’ performance, staff recommends extending the contract for the first option year. D Ryan has agreed to maintain rates and terms under the original contract and Steve Piper has requested a 3% increase due to rising labor costs, which staff finds to be reasonable.
The term of the first option year is January 1, 2026, to December 31, 2026, with three additional option years remaining.

Tree removal, stump grinding, and restoration are expensed to the Operational Service account listed below. A total of $200,000 is included in the proposed budget for contracted tree removal in 2026. The total award of $200,000 is within the proposed budgeted amount for this expense.
