The PDC Committee discussed the 3D graphic of the South Extension Project at the May 6, 2025 meeting (File 25-0610)
BACKGROUND:
The Riverwalk 2031 Master Plan includes a project to extend the Riverwalk from Hillside Road to Martin Avenue. This will provide pedestrian connectivity from Downtown to Edward Hospital along the West Branch of the DuPage River.
The preliminary cost estimate for construction of the south extension is approximately $3.9 million. This project is currently programmed in the City's budget for construction in 2026. A $800,000 state grant and a $700,000 contribution from Edward Health will pay for a portion of this improvement.
At the May 14th Riverwalk Commission Meeting, the Commission reviewed the 3D graphic and considered a recommendation to approve the preliminary design. The Commission raised several questions about the project and directed further review at the Planning, Design, and Construction Committee.
DISCUSSION:
Upon further review of the project history, the Riverwalk Commission previously approved the route for the South Extension at the August 9, 2023 meeting. The minutes for this meeting reflect a vote of 11-1 in favor of the original route (as reflected in the 3D model) with direction to work with the Police Departments and residents with respect to lighting, noise, and sign concerns.
Various comments and concerns regarding the project design and 3D rendering were made during the meeting. Please see the clarifications below.
