BACKGROUND:
The City Council awarded Contract 23-302 to Civiltech Engineering, Inc. on December 19, 2023. The purpose of this contract is to provide Phase III construction engineering services to the City in support of the 2024 Downtown Streetscape Construction project.

There are no previous change orders to this contract.

DISCUSSION:
This Change Order is requested to increase funding available to continue to support the Phase III engineering and inspection services provided by Civiltech Engineering, Inc. through the anticipated completion of the job.

Civiltech has maintained staffing on the project site since construction began in early February 2024. Due to the complexity of the underground work and the need to maintain traffic on Washington Street during daytime hours, most of the underground work was completed as night work. Additionally, from April to July of 2024, the contractor had daytime and nighttime crews working in an attempt to keep the project on schedule. Monitoring the double shift work was not anticipated when estimating the required construction engineering hours.

In addition to double shift work, there was a substantial amount of construction work that was added to the Downtown Streetscape project. The construction contract has increased by $647,839.28.
