BACKGROUND:
The City of Naperville is responsible for the inspection and maintenance of 15 bridges along City roadways. These bridges must be maintained in a safe and serviceable condition per the requirements of the Federal Highway Administration and the Illinois Department of Transportation (IDOT). As outlined in the National Bridge Inspection Standards (NBIS), the City is required to have a certified Bridge Program Manager to oversee all activities associated with these bridges and qualified bridge inspectors to complete all of the field inspections. As such, the City employees a qualified structural engineering consultant for this work. The current consultant contract is now expiring.
Bridge inspections are typically required every two to four years depending on the type and condition of the bridge. The costs associated with the inspections vary depending on the type and location of the bridge and the traffic control and specialized equipment needed for the work. The evaluation of a bridge's condition also varies based on the complexity of the design.
In February 2024, the Transportation, Engineering and Development (TED) Business Group issued RFP 24-021, Bridge Program Manager, for a consultant to oversee the program, perform 14 bridge inspections, evaluate results, prepare reports, coordinate with IDOT, and advise on other structural matters as needed.
