BACKGROUND:
For Program Year 2019 (April 1, 2019 - March 31, 2020), the City of Naperville estimates that it will receive approximately $492,152 in Community Development Block Grant (CDBG) funds from the Department of Housing and Urban Development (HUD). This amount represents 90% of the Program Year 2018 funding of $546,835. When HUD makes the exact Program Year 2019 allocation, the City will adjust the awards accordingly. Also, this year the City anticipates an additional $145,746 of reallocated funds from prior years for an estimated total of $637,898.

DISCUSSION:
To distribute the CDBG funding, the City held a Call for Projects and received ten capital improvement project applications, totaling $666,223. In addition, two social services applications were submitted for a total of $106,000. These two applications were also eligible for CDBG funding.

All applications were evaluated and scored by a multi-departmental team of staff from the City Clerk's Office, TED Business Group, Police Department, and representatives of the Advisory Commission on Disabilities, Housing Advisory Commission, and Senior Task Force.

The following projects are recommended for funding:

Affordable Rental Housing - $90,000
* Awarded to Illinois Independent Living Center for energy conservation improvements to affordable rental apartments for persons with severe physical disabilities.
Homeless Housing and Supportive Services - $111,000
* Awarded to Bridge Communities, Inc. ($85,000) and ChildServ ($26,000) to rehabilitate buildings providing transitional housing to abused/neglected teens and homeless families with children.



Public Services - $73,823
