BACKGROUND:
The Water Utilities began conducting annual leak surveys in 2007 and has experienced great success with finding undetected leaks. In 2018, the Water Utilities went from annual inspections of the entire water distribution system to semi-annual surveys. The most recent surveys conducted in 2023 resulted in the identification and repair of:

* 29 leaks with a total estimated leakage of 104,000 gallons per day in the spring/summer survey.
* 55 leaks with a total estimated leakage of 343,000 gallons per day in the fall/winter survey.

Using the current DuPage Water Commission wholesale rate of $5.39 per 1,000 gallons and a six-month time period between surveys, the potential savings resulting from the 2023 surveys is estimated at $102,302.20 for the spring/summer survey and $303,955.58 for the fall/winter survey. Based on quantities and values, the Water Utilities has determined it would be beneficial to continue performing water distribution leak surveys on a semi-annual basis.

In December 2023, the Water Utilities issued Bid 23-251, 2024 Distribution System Leak Detection Survey Program, to obtain a vendor to perform water distribution system leak detection and correlation for approximately 748 miles (3,870,874 linear feet) of public water distribution mains. The survey includes appurtenant valves, hydrants, fire lines and service lines as required to detect and correlate leaks.
