BACKGROUND:
Vehicles are scored for replacement based on four criteria: age, usage, condition and repair costs. Recommending a vehicle for replacement requires a score 28.0 or greater. Unit 328 scored 50.73 and qualified for replacement in 2021. However, during the 2021 annual budget process, the replacement was deferred until 2022.

DISCUSSION:
Unit 328 is a 2001 E-One Hurricane quint used by the Fire Department in emergency situations to transport firefighter paramedics to the scene of a fire, rescue operation, vehicle accident, and other emergencies. Once on the scene, ladder trucks are used as multi-purpose specialty vehicles. The ladder trucks have the capability of reaching elevated surfaces on every structure within the City, are equipped with extrication equipment, and can deploy a hose, carrying a limited amount of water, to facilitate a fire attack when necessary.

An Apparatus Committee comprised of personnel from the Fire Department and the Department of Public Works - Fleet Services Division worked together to develop vehicle specifications. The replacement unit will be a 2022 Pierce Velocity 105' Ladder. Using the City's specifications, MacQueen Emergency, the local distributor for Pierce, quoted the ladder truck in the amount of $1,243,080.

Fire apparatus have an order-to-delivery timeframe of one year. Due to the time needed to manufacture the replacement of Unit 328, staff recommends the Council authorize this purchase now, so that payment can processed after the unit is received in 2022.
