BACKGROUND:
In June 2019, Civiltech Engineering was awarded the Phase I engineering work for the proposed 248th Avenue improvements. In November 2022, based on their successful completion of Phase I and compliance with Quality-Based Selection requirements necessary for the use of federal funding, Civiltech Engineering was awarded the Phase II engineering contract.

The Phase II engineering scope of work includes detailed design of the roadway, drainage, noise abatement wall, street lighting, and pedestrian facilities. The scope also includes land acquisition activities involving thirty-three separate property owners along the corridor. Civiltech is currently preparing engineering plans, construction details, item quantities, specifications, and cost estimates, as well as coordinating the required land acquisition efforts.

DISCUSSION:
Change Order #1 to Work Order 17-122G is requested to perform multiple items required to complete the project that are outside the original scope of work. The noise wall locations were revised and shifted away from the roadway curb to eliminate a parkway area between the noise walls and adjacent property fences, which posed maintenance concerns. The following items primarily result from design changes discussed with Civiltech regarding the revised noise wall locations:

1. Additional design services required to evaluate revised noise wall locations and prepare engineering plans for submittal to IDOT.
2. Revise noise wall models, evaluate feasibility, and update noise study all based on new wall locations.
