BACKGROUND:
Unit 276 was reviewed and approved by the Fleet Economic Committee and Fleet Services Manager for replacement in the 2020 budget. Vehicles are scored for replacement based on four criteria: age, usage, condition and repair costs. Recommending a vehicle for replacement requires a score 28.0 or greater. Unit 276 scored 30.84.
DISCUSSION:
Unit 276 is a 2008 Ford F750 Altec aerial bucket truck used by the Department of Public Works - Forestry Division to maintain parkway trees. There are currently 70,000 parkway trees in Naperville. The Forestry Division manages the removal of 1,000 trees annually and trimmed 1,300 trees in 2019. In addition, the Forestry Division responded to approximately 4,000 service requests in 2019. The benefit of replacing this machine will be reduced downtime and a lower cost of operation. Unit 276 has been in for repair 30 times and towed twice due to failure over the past two years. There are repeated issues with the Caterpillar engine's emissions system causing the unit to fail in the field.
The unit will be replaced by a 2020 Ford F750 Altec aerial bucket truck. The truck will be outfitted with a rear-mounted boom for easier access to trees and to keep the truck safe from falling debris.
The current vehicle will be traded-in to Altec Industries for $17,500 as part of the purchase of the new vehicle. The new vehicle is available on the Sourcewell Cooperative, an approved cooperative through Altec Industries, Contract #012418-ALT.
Using the City's specifications, Altec Industries has quoted the aerial bucket truck in the amount of $159,092; a cost breakdown is provided below.
