BACKGROUND:

On February 15, 2022, the City Council awarded a contract to reconstruct and improve portions of Main Street, Jefferson Avenue, Jackson Avenue and Webster Street in the Downtown area to current streetscape standards. Construction of this work requires the temporary closure of the east-west alley south of Jefferson Avenue at Main Street.

 

This alley provides rear delivery access for many businesses on the south side of Jefferson Avenue and north side of Jackson Avenue between Washington Street and Main Street.  With the closure of the west end of the alley, delivery trucks must use Washington Street to enter and exit.  Turning around in the alley area is difficult for trucks and creating challenges for the adjacent businesses. 

 

DISCUSSION:

To address this delivery concern while the streetscape work on Main Street is in progress, staff recommends converting the on-street parking spaces on the west side of Washington Street between Jefferson Avenue and Jackson Avenue to a temporary loading zone.  The loading zone would be limited to 8:30 a.m. to 4:00 p.m., Monday through Friday.  On-street public parking for passenger vehicles would remain in this area on Saturdays and Sundays.

 

Once the initial phase of the Streetscape Project is complete, alley access to Main Street will be reopened.  At that time, the proposed temporary loading zone on Washington Street can be removed.

 

FISCAL IMPACT:

The estimated cost to replace the parking signs is $200.
