BACKGROUND/DISCUSSION:

Last year the City Council approved an intergovernmental agreement (“IGA”) between the Naperville Park District and the City (through the Naperville Public Library), to synergize the use of the Naperville Public Library building on 95th Street and the Park District’s new 95th Street Community Plaza (“Plaza) by providing direct public access to the Plaza from a portion of the Library property and allowing certain Plaza improvements to be located on the Library Property. The IGA also provided for the Park District to hold farmer’s markets on a portion of the Library’s parking lot on agreed upon dates.

The proposed First Amendment to the IGA allows for a communication line to run from the Plaza to the Library building so that a landline for AED equipment on the Plaza required by the City’s Fire Department can be installed and maintained. It also allows Wi-Fi cabling, and City (Library) access to Park District light poles and structures to install and maintain Wireless Access Points to serve the public Wi-Fi connectionThe Library’s share of the cost of the project is $35,500 for installation of three wireless access points on Park District light poles and facilities and installation of fiber cabling and conduit lines.

FISCAL IMPACT:

$35,500 to be covered through the Naperville Public Library’s budget.
