BACKGROUND:
The existing generator at Southwest Water Works (SWWW) was manufactured in 1994 and has been serving that facility since 2013.
With the improvements at SWWW, the generator no longer has the capacity to serve all equipment during a power outage. In addition, the existing generator has reached the end of its service life and requires significant maintenance.
On October 24, 2025, the Water Utilities Department issued Bid 25-298 for the Southwest Waterworks Generator Replacement Project. The project includes replacement of the existing generator, the automatic transfer switch (ATS), associated electrical conduits and wiring, and supervisory control and data acquisition (SCADA) system improvements. Additional scope includes installing a generator concrete pad and surrounding sidewalks.

Staff has performed reference checks, held a pre-award meeting with Pro Temp of Illinois, Inc. and received positive feedback from project references. Staff recommends Pro Temp of Illinois, Inc. for the award as the responsive and responsible bidder for the procurement of construction services, as defined by Section 1-9B-7 of the Procurement Code (RBO-qualified).
The term of the contract is from the date of award through the anticipated completion date of March 15, 2027.
