BACKGROUND:
A Facilities Plan for the Springbrook Water Reclamation Center was completed in 2022 that identified a long-term strategy to be in compliance with the City's National Pollutant Discharge Elimination System (NPDES) permit as well as any anticipated future regulations, particularly related to nutrient removal.

One need identified in the Facilities Plan was for an additional biosolids holding tank. This tank would increase storage capacity, meet future treatment requirements, and provide operational flexibility.

In 2022, a Request for Qualifications (RFQ 22-109) for Springbrook Water Reclamation Center (SWRC) consulting engineering services was completed. The following four consultants were shortlisted for a three-year term:

1. Black & Veatch Corporation
2. Carollo Engineers
3. CDM Smith
4. Donohue & Associates

In December 2023, the City issued RFQ 22-109 WO#1, Springbrook Water Reclamation Center Biosolids Holding Tank Phase II Engineering Services, to select one of the shortlisted consultants for this project. This project involves design engineering, permitting and bid phase services for the installation of a new 500,000-gallon biosolids holding tank and associated conveyance systems.

The new biosolid holding tank will be adjacent to the existing biosolid holding tank, which was installed in 2016. The proposed biosolid tank shall replicate the existing tank. Since the scope of work is relatively simple, all shortlisted firms are qualified to perform the service. Therefore, this Work Order is based on price selection.
