BACKGROUND:

City staff received a concern regarding congestion on Hillside Road adjacent to Prairie Elementary School during school pick-up and drop-off. Currently Hillside Road has no parking restrictions besides our typical parking restrictions listed in the Municipal Code under 11-2A-1.

 

DISCUSSION:

City staff investigated this request and determined that congestion on Hillside Road just west of Charles Avenue was creating a dangerous safety situation for pedestrians and other vehicles.

 

Congestion from drop-off and pick-up operations was causing back-up on Hillside Road into the uncontrolled mid-block crossing on Charles Avenue. This back-up was creating a dangerous safety situation for students and parents as the crossed the street. Staff believe that restricting parking on both sides of Hillside Road, 300 feet west of Charles Avenue, will clear up the intersection of congestion and promote use of the existing student loading zones on Charles Avenue.

 

Staff sent out a survey to the properties on both sides of the street of Hillside Road 300 feet west of the centerline of Charles Avenue. The responses received are shown in the table below:

The results of this survey show 100% of the properties are in support of modifying the parking restriction. Per prior TAB guidance, a no-response is considered in support of the recommendation. A minimum 60% support is needed for TAB consideration.

 

This modification was reviewed by District 203 and Prairie Elementary School staff. Both parties support the modification.
