BOARD/COMMISSION REVIEW:
On September 4, 2025, the Transportation Advisory Board (TAB) approved a recommendation to remove 15-minute parking on Webster Street. Approved (7-0). Staff concurs.
BACKGROUND:
The City of Naperville Municipal Code Section 11, Schedule VIIG establishes 15-minute limited parking on the east side of Webster Street from Benton Avenue to Van Buren Avenue as posted.
In 2015, the 15-minute parking restrictions on Webster Steet were implemented adjacent to the developments to provide short-term parking spaces for both office and retail tenants. Staff has found that these restrictions on Webster Street from Benton Avenue to Van Buren Avenue are no longer necessary due to the lower demand for short-term parking.
DISCUSSION:
Staff recommends repealing the ordinance of 15-minute parking. Posted signs will revert to two-hour parking.

The results of this survey show a majority of the survey responses are in support of modifying the parking restrictions. Per prior TAB guidance, a no-response is considered in support of the recommendation. A minimum of 60% support is needed for TAB consideration.
This modification was discussed at the August 12, 2025 Downtown Naperville Alliance (DNA) meeting. DNA supports the 15-minute parking on Webster Street.
