BOARD/COMMISSION REVIEW:
On August 7, 2025 the Transportation Advisory Board approved a recommendation to establish right-of-way controls for Naper Commons subdivision. Approved 8-0. Staff concurs.
BACKGROUND:
When subdivisions approach build-out and the streets have been turned over to the City for maintenance, staff evaluates the area to establish basic right of way controls. Naper Commons had roads finished and build out completed in June 2025.
Naper Commons is a newer subdivision bordered by Danda Forest Preserve (west and north), Naperville Rd (east), and Warrenville Rd (south). The streets in Naper Commons are currently operating under temporary stop controls that were put in place to accommodate construction traffic during development.
DISCUSSION:
The City applied various established federal, state, or local procedures in consideration of implementing stop control primarily depending on the street classification and type of stop control (all-way vs one/two-way). For a new subdivision, basic one-way and two-way stop controls are applied based on their function and connectivity as defined in the Municipal Code. Naper Commons streets will be formally adopted into the next update of the Master Thoroughfare Plan along with other newer roadways.
Lucent Lane is classified as a Local Street in the City's Master Thoroughfare Plan. The following streets in Naper Commons will be classified as listed:
