BACKGROUND:
In April 2021, the Water Utilities issued Bid 21-105, 2021 Naperville Heights Water Main Replacement. The project includes Webster Street, Main Street and 14th Avenue with north and south limits at Bauer Road and Ogden Avenue.

The purpose of the project is to replace aging and functionally deficient water main within the Naperville Heights neighborhood. The bulk of the existing water main is four-inch diameter and was built in the 1930s and 1940s. The water main will be replaced with eight-inch diameter water main which will increase fire flows in the area and provide a consistent level of service for residents of the neighborhood.

Prior to the bid opening Baish Excavating, Clark Dietz Inc. and JJ Henderson and Son, Inc., provided written notice they would not submit bids. Baish stated that the scope of the project was too large for their crews. Clark Dietz could provide engineering, but not crews, and JJ Henderson and Son are not performing this type of work.
The low bid for the project is 9.3% lower than the engineer's estimate. Given the large discrepancy between the low bid and second bid, Copenhaver reached out to discuss whether something was overlooked within their bid. Upon review of the engineer's estimate and discussion between staff and Copenhaver, the bidder confirmed the accuracy of their bid.
