BACKGROUND:
On November 2, 2021, the City Council passed Ordinance 21-115 scheduling a public hearing for the establishment of Special Service Area (SSA) No. 34 for streetscape improvements on a portion of Block 422 of downtown Naperville. This was done at the request of property owners and merchants on the north side of Jefferson Avenue, so that their side of the street will also receive new streetscape improvements as part of this year's project. The improvements include streetscape and parking on the north side of Jefferson Avenue between Webster and Main Streets, along with streetscape improvements around the corners at Webster and Main.
The public hearing for SSA No. 34 was conducted at the January 4, 2022 City Council meeting. No public comments were received. The City Council closed the public hearing and directed staff to return with an ordinance establishing SSA No. 34 if no more than 50% of the property owners in the proposed SSA boundary objected within the next 60 days.
DISCUSSION:
More than 60 days have passed since the closure of the public hearing and no petitions objecting to the establishment of SSA No. 34 have been filed with the City. Therefore, all requirements to establish SSA No. 34 have been fulfilled. Additionally, at the February 15 meeting the City Council awarded the construction contract for the company to construct the streetscape improvements.
FISCAL IMPACT:
The streetscape improvements within the boundary of SSA No. 34 will cost the City $550,600. The property owners will reimburse the City for forty percent of that cost ($220,240) through an additional assessme...
