BACKGROUND:
The Water Utilities Springbrook Water Reclamation Center (SWRC) has 24 aerator mixers purchased between 1973 and 1992. Aerators provide mixing and dissolved oxygen from mechanical action to six aeration tanks that average about 850,000 gallons per tank. Half our aerators are at least 47 years old and the other 12 range from 18-to-38 years old. Aerators run nonstop throughout the year.
Aerators play a major role in keeping the wastewater treatment biological process running properly. Having too little or too much air causes the biological process to change characteristics dramatically. If the plant is not running correctly at the beginning of the process, this disrupts the remaining process and could possibly cause a violation of our National Pollutant Discharge Elimination System (NPDES) permit issued by the Illinois Environmental Protection Agency (IEPA).
Having a contract to purchase parts to rebuild aerators is crucial, allowing the maintenance staff to respond quickly when an aerator goes out. Having the skilled onsite maintenance staff and OEM parts keeps the aerators running throughout the year.
DISCUSSION:
A sole source is required for a two-year term from August 1, 2020 through July 31, 2022, for purchase of OEM Lightning and Plenty replacement parts and repair services for all 24 aerator mixers.
SPX Flow provided a sole source document stating Mills-Winfield Engineering is the exclusive provider of mixer parts and possible service (machining of the gearbox) for their products in northern Illinois. A sole source letter is attached.
