BACKGROUND:
The front plaza and parking deck of the Municipal Center, originally built in 1991, have seen significant deterioration leading to increasing structural failures. To address facility construction problems, City Council approved capital project MB136 and the Department of Public Works (DPW) commissioned an architectural and engineering consultant to evaluate conditions and develop a comprehensive, phased project plan to address required repairs.
The projects were prioritized based upon safety implications, structural integrity and aesthetics. Work includes repairs to the deck driving surface, joint and crack-filling, concrete repairs, light fixture upgrades and landscaping with a focus on bringing appropriate elements into compliance with current ADA requirements. Phase I, the reconstruction of the stairs and ramp at the main entrance as well as a limited amount of walkway leading to the entrance, was completed in 2016.
The scope of work proposed in Phase II for 2018, includes rehabilitation of the parking surface and drive aisle on the upper level of the deck, walkways, stairs and railings, sidewalks, curbs and planter boxes. Work in Phase III and IV will include rehabilitation of the circle drive, repairs to the lower level, lighting and landscaping.
