BACKGROUND:
A Water Utilities tandem axle dump truck with plow was reviewed and approved for replacement by the Fleet Economics Committee and Fleet Services Manager in CY2017. Equipment is evaluated for replacement based on four criteria: age, usage, condition and repair costs. A vehicle must receive a score of 23.0 or greater to be recommended for replacement. This vehicle qualifies for replacement as shown in the table below.

Unit 025 is a 1997 Navistar tandem axle dump truck with plow used by the Water Utilities for year-around activities such as hauling various types of gravel and spoils as well as seasonal snow removal and plowing. Replacing the vehicle reduces the amount of equipment downtime.
DISCUSSION:
The Water Utilities and Department of Public Works - Fleet Services Division (DPW-FSD) recommend the purchase of one 2018 Peterbilt tandem axle dump truck with plow. The dump truck is available on the National Joint Purchasing Alliance (NIJP), an approved cooperative through JX Peterbilt, Contract No. 032515.
The City requested a quote from JX Peterbilt based on the City's vehicle specifications. JX Peterbilt quoted the vehicle in the amount of $220,608, minus the NJPA discount of $48,463.02 and a trade-in value of $5,000 for a total cost of $167,144.98 as shown in the table below. The vehicle will be delivered approximately 160 days after receipt of order.
