BACKGROUND:
On May 2, 2023, the City Council awarded Contract 22-114-4, Engineering Services for the Central Elevated Water Tank Relocation, to Baxter & Woodman, Inc., with an anticipated completion date of December 31, 2025. The scope of services includes design engineering, permitting, bid-phase services, and construction assistance for the demolition of the existing Central Elevated Water Tank. The contract also includes the design and construction assistance for a new elevated water tank, as well as associated utility and civil improvements. The initial contract amount was $192,670.
On September 2, 2025, the City Council approved Change Order No. 1 with Baxter & Woodman, Inc., which provided an additional fee of $99,472 for services including fiber optic relocation design, additional tank insulation analysis, expanded parking lot design, and construction management. The revised contract amount was 292,142.00. The City Council also approved a one-year contract extension through December 31, 2026, to allow Baxter & Woodman, Inc. to complete these additional services.
To date, Baxter & Woodman, Inc. has completed the design for the Central Elevated Water Tank relocation and the demolition of the existing Central Elevated Water Tank. The consultant is currently providing construction management services for the installation of the new Central Elevated Water Tank.
