BACKGROUND:
The United States Department of Housing and Urban Development (HUD) requires a public hearing prior to approval of a Substantial Amendment to a CDBG Annual Action Plan.
In accordance with guidance from HUD issued March 31, 2020, a minimum five-day public comment period and public hearing are required prior to submission of a substantial amendment to an Annual Action Plan. The amended Program Year (PY) 2019 Annual Action Plan was made available to the public for review and comment beginning on January 29, 2021.
Comments will be accepted through February 2, 2021.
DISCUSSION:
On March 27, 2020, President Trump signed the Coronavirus Aid, Relief, and Economic Security (CARES) Act, Public Law 116-136. The CARES Act allocated supplemental CDBG funds to prevent, prepare for, and respond to the coronavirus pandemic. Of that money, HUD allocated $2 billion directly to entitlement communities, with funds to be disbursed in two allocations. These supplemental funds are referred to as CDBG-CV funds.
The City of Naperville received an initial CDBG-CV allocation of $315,985. A Substantial Amendment for the use of those funds and $81,000 in reprogrammed PY 2019 funds was approved by HUD in July, 2020.
The current allocation of $708,723 was announced in September, 2020.
