BACKGROUND:
The Department of Public Works - Public Building Operation (DPW-PBO) is responsible for maintaining the interior and exterior of the municipal facilities. Capital improvement project (CIP) MB222 - Municipal Center Improvements was established for workspace and other capital improvements. In January 2022, the City Council awarded Job Order Contracting (JOC) Contract 19-013 to Robe, Inc., recognizing JOC as an efficient alternative to traditional bid processes frequently employed for government construction projects.
DISCUSSION:
As part of MB222 - Municipal Center Improvements, DPW-PBO plans to replace the ceiling tiles and make lighting upgrades. The existing hidden spline ceiling tiles are no longer made, and finding replacements is very difficult. As they are removed to access the building's electrical, fire sprinkler, and HVAC duct work for routine maintenance, the tiles are breaking and not fitting securely in place. The existing lighting in the ceiling is original to the building and will be upgraded to LED-type fixtures, which provide energy savings and better lighting.
The term of contract is from date of award through December 15, 2025.

The Municipal Center drop ceiling replacement is expensed to the Building Improvements account listed below. This project is related to MB222 - Municipal Center Improvements, for which $300,000 was budgeted in 2025. The requested award of $121,499.81 is within the budgeted amount for this expense.
