BACKGROUND:
In 2018, Edward Hospital purchased two 34.5kV/4kV Niagara transformers with the intent of expanding electrical capacity of the Edward Hospital Substation. However, in 2020 Edward Hospital elected to postpone the expansion project indefinitely. The transformers have been in storage with the manufacturer since that time.

Earlier this year, Edward Hospital contacted the Electric Utility to find ways to improve reliability and resiliency of the substation. Several options were discussed, and a final decision was made to expand the substation yard using the transformers that were purchased in 2020.

A Niagara transformer will be installed and energized at the Edward Hospital Substation. One of the existing transformers will be retired in place. The second Niagara transformer will be shipped to Old Jefferson Substation and stored as a strategic spare. By doing this, the Electric Utility is ensuring the ability to quickly respond to an outage of any one of its transformers feeding Edward Hospital thus greatly improving reliability.

In February 2022, the City Council awarded RFP 22-100, Transmission & Distribution Engineering Services, to Primera Engineers to offer supplemental engineering services for the Electric Utility as needed on capital improvement and other projects. As a result, the City entered into a master services agreement with Primera for future work.

As part of the terms of the master services agreement, Electric Utility staff requested a proposal for engineering design installation services for the Edward Hospital Substation. The proposal was provided in accordance with pricing and terms within the master services agreement...
