BACKGROUND:
The City Council awarded Contract 21-281 to Axon Enterprise Inc. on February 1, 2022, for a five-year term through February 1, 2026. The purpose of this contract is to provide body-worn cameras (BWC) and in-car video cameras to document both video and audio of police encounters with the public. Use of these cameras provides evidence, enhances officer safety, and improves transparency with the community.

DISCUSSION:
This Change Order is requested to add the following items:
* 40 additional licenses to access and view the BWC and in-car video footage.
While the initial contract provided sufficient licenses for BWC users, the staff has identified additional the need for additional licenses. Specifically, licenses will be provided to the Legal Department and the three additional Records Specialists that have been hired since the program's inception. Lastly, because the BWCs offer a feature for live streaming critical incident videos, all 25 telecommunicators will be equipped with the capability to assist in live streaming during these events.

* Eight additional in-car video cameras to equip new police vehicles.
Vehicles were recently added to the fleet to outfit several community service officer (CSO) vehicles for use during special events. These eight vehicles, equipped with emergency lights, may be utilized by police officers during such events or when police officers require additional vehicles.
