BACKGROUND:
Bid 18-254 was advertised to procure microprocessor based relays and supervisory control and data acquisition (SCADA) equipment to enhance protection of utility equipment and telemetry information to the Electric Utility’s control center. This equipment will be installed on 34.5kV sub-transmission lines at four electric utility substations and will reduce customer interruptions as well as provide more accurate load information for data analysis by utility engineers. Utility staff will install and commission this equipment.

Four bids were submitted with Universal Utility Supply being the lowest responsive, responsible bidder. One vendor also submitted a No Bid response, because they were unable to provide the SEL Relay.

The improvement of electric substation automation and protection, project EU57, is budgeted in the Infrastructure expense account listed below. The total budget for these relay upgrades is $225,000. The requested award of $178,434 is within budget.
