BACKGROUND:
The purpose of this contract is to construct a UV disinfection facility for the disinfection of wastewater effluent at the Springbrook Water Reclamation Center.
The City Council awarded Contract 22-039 to Williams Brothers Construction on July 20, 2022, with a final completion date of July 30, 2023.
On July 18, 2024, the City Council approved Change Order #1 to extend the contract completion date from July 30, 2023 to July 30, 2024. An extension was required due to delays in equipment deliveries beyond the control of Williams Brothers Construction.
DISCUSSION:
Change Order #2 is requested to extend the final completion date from July 30, 2024, to July 30, 2025.
An extension is requested due to IEPA permitting delays and scope of work changes at the outfall pipe headwall and at the North Chorine Contact Tank. Additional time was required to allow for redesign, submittals, reviews and approvals. These changes in scope affected subsequent work, causing delays in the remaining construction tasks and were beyond the control of Williams Brothers Construction.
Additionally, staff anticipates a minor amount of contract work taking place in the spring related to the UV system seasonal startup.
Staff recommends extending the final completion date to July 30, 2025.
FISCAL IMPACT:
CIP #: WW002 - SWRC UV Disinfection Installation
The requested change extends the contract by 365 days but does not change the cost of the project. Any financial impact on the current year’s budget is anticipated to be minimal and can be accommodated within the budget.
