BACKGROUND:

In early 2019, a structural engineering firm inspected the small bridge structure that carries 5th Avenue over Cress Creek (between Ogden Avenue and Royal St. George Drive).  See the attached map.

 

The bridge consultant’s findings noted areas of spalling, exposure of reinforcement, and cracks on various concrete support beams.  In addition to the inspection, a bridge loading analysis was performed.  This analysis resulted in direction to post signage on the bridge identifying a weight limit of 25 tons.

 

On May 7, 2019, the City Council approved amending Title 11 Chapter 3 Section 3 of the Municipal Code to add a temporary ordinance enforcing the weight limit of 25 tons, or 50,000 pounds, on the 5th Avenue Bridge until the structure is rehabilitated.

 

DISCUSSION:

In the summer of 2021, construction for the 5th Avenue Bridge rehabilitation was completed under the Capital Improvement Program. With the replacement of the bridge deck as part of the rehabilitation, the temporary ordinance is no longer required.

 

FISCAL IMPACT:

Eliminate cost of frequent inspections, which were required prior to the completion of the rehabilitation work.
