BACKGROUND:
The most recent agreement between the City of Naperville and Naperville Community Television (“NCTV”) was entered into on June 21, 2011 and expired May 1, 2016. The City and NCTV have been operating under the terms of the expired agreement since that time. A new agreement (“Agreement”) between NCTV and the City is proposed for consideration by the City Council.
DISCUSSION:
The provisions of the new Agreement between the City and NCTV are similar to those set forth in the 2011 Agreement. NCTV will continue to provide public access programming relevant to City residents and will cover local events such as parades, concerts, and sports. NCTV will continue to provide communication services such as acting as a consultant to the City relative to maintaining, repairing, and trouble-shooting audio-visual equipment and assisting with audio-visual projects and upgrades. NCTV will also continue to broadcast City Council meetings and workshops, Planning and Zoning Commission and Transportation Advisory Board meetings, and will produce City communication projects such as the State of the City. The City contributes toward funding of NCTV based in part on Public, Education, and Government fees (“PEG Fees”) passed through to the City by the three cable operators (Comcast, WOW, and AT&T) and also pursuant to annual budget requests submitted by NCTV. The proposed Agreement provides for a one-year term with automatic annual renewals unless either party gives notice to terminate.
FISCAL IMPACT:
Annual budget requests plus funding based in part on PEG fees.
