BACKGROUND:
The Sanitary Sewer Manhole Rehabilitation program is part of the Water Utilities' IEPA required capacity, management, operations and maintenance (CMOM) plan and IEPA required 10-year infiltration and inflow reduction program under Naperville's NPDES permit IL0034061.
In July 2021, the Council approved the award of Bid 21-017, Sanitary Sewer Manhole Rehabilitation, to Spectra Tech for a one-year term with two options to extend. The contract facilitates the rehabilitation of existing sanitary sewer manholes, most of which are old brick or concrete block manholes. The bid specifications require installation of a non-cementitious coating to all interior surfaces including channel, bench, barrel, cone and chimney sections of the manhole. Over the past 20 years, the coating product has performed well, withstanding winter freeze-thaw cycles without cracking.
DISCUSSION:
During the original contract term (2021), Spectra Tech rehabilitated 50 sanitary sewer manholes located in the downtown and college areas. Spectra Tech performed all work to satisfactory conditions. In Option Year 1 (2022), 50 manholes in the Larid's Woods area will be rehabilitated.
Spectra Tech agreed to maintain current contract pricing for the first option year. The term of the option year will expire on December 31, 2022.

Manhole rehabilitation is expensed to the Infrastructure account listed below as part of the capital improvement program. A total of $3,999,000 is budgeted for sanitary sewer system rehabilitation in 2022. The requested award is within budget.
