BACKGROUND:
At the December 2024 Planning, Design and Construction (PDC) meeting the committee discussed the possibility of changing the Grand Pavilion parking lot from a traditional asphalt surface lot to a permeable paver lot when it reaches the end of its useful life. A major issue noted during the discussion is that the majority of the parking lot is located in the 100-year floodplain, and that it has been subject to flood waters many times over the years. Those flood waters are laden with silt, which settles out and would clog the permeable channels of the pavers.
It was noted that the Naperville Park District had constructed a permeable concrete parking lot in the floodplain at Dorothea Weigand park many years ago. Before a final decision would be made the PDC committee requested more information from the Park District relative to how the permeable parking lot at Weigand Park turned out and if it still operates today.
