BACKGROUND:

The pavement on 87th Street between Route 59 and Book Road was in poor condition and needed to be resurfaced.  The City previously received federal funding for 55% of the estimated construction cost for this work.

 

On February 21, 2017 City Council approved the Local Public Agency Agreement with IDOT funding the project at an estimated cost of $1.030 million (Resolution 17-008, Item I.12). The IDOT bid was opened on Friday, July 7th, 2017. One responsible bid was submitted for the project at $1,092,946.00. 

 

DISCUSSION:

The IDOT agreement requires the City to cover project costs that exceed the maximum federal obligation of $523,200.  Based on the as-bid cost and the funding split defined in the IDOT agreement, the estimated city share of the project cost will increase by approximately $96,000 (including a 3% contingency).  Staff is requesting that the City Council appropriate these additional funds.

 

IDOT’s contractor started work on the 87th Street project in late July.  Work is expected to be completed by the beginning of October.

 

FISCAL IMPACT:

The resurfacing of 87th Street is funded in the CY2017 CIP as project - MP009.  The project is 55% federally funded (not to exceed $523,200). Staff proposes to fund the additional costs ($96,000) with available savings from other street maintenance projects (CIP Project # MP009 / Bond Fund Account (332-4710-431.70-89)).
