BACKGROUND:
The proposed intergovernmental agreement gives the Naperville Park District the right to use the southerly seventy (70) feet of the 95th Street Library property so that visitors of the Park District’s Community Plaza (“Plaza”) will have direct access to the 95th Street Library property. Plaza improvements such as a main entry with artwork, outdoor classrooms, seating areas with shade canopies, pathways, and landscaping may be located on the Library property. In turn, 95th Street Library patrons will be able to easily access the Plaza and its amenities. In addition, the Library will be able use the Plaza amenities for programs in accord with agreed upon scheduling protocols. The agreement also allows the Park District to hold Farmer’s Market events on a portion of the Library parking lot on pre-determined dates. The agreement has a term of thirty (30) years. After the 30-year term, the agreement is subject to automatic renewal on an annual basis.
DISCUSSION:
The concept behind the proposed intergovernmental agreement was conceived of by 95th Street Library Manager, Karen Dunford. Inspired by the Mayor’s 2018 State of the City address to “dream big,” Ms. Dunford and Executive Director, Julie Rothenfluh, approached the Park District with the idea of partnering to share the Plaza and Library amenities in order to expand and enhance the amenities available to patrons. The concept was welcomed by Park District staff, and the agreement was approved by the Park Board on March 20, 2019. The agreement will be reviewed by the Library Board on April 17.
