BACKGROUND:
The Electric Utility (Utility) has installed S&C brand distribution automation switchgear at various points on the electric system. Distribution Automation (DA) provides automatic 12kV feeder reconfiguration after a power line disturbance has occurred by isolating a faulted section of the feeder and allowing the remaining customers to be restored. In 2020, over 9,000 minutes of customer outage time was avoided using this technology.
The Utility will be expanding the use of DA in 2021 with the installation of a new team of two switches on the north side of downtown Naperville. The Utility will also replace three switches that have failed; the remaining two switches will be used as emergency replacements.
DISCUSSION:
In January 2021, the Utility issued Bid 21-038, Distributed Automation Switches, to secure a vendor that will provide seven S&C brand distribution automation switches.

The completion date of this procurement is when the seven pieces of equipment have successfully been delivered to the Electric Utility. It is expected that the new devices will be deployed immediately to both the new team as well as replacing those devices that have failed.

Distribution Automation Switches are expensed to the Operating Supplies account listed below. A total of $3,500,000 was budgeted for Electric Warehouse supplies in 2021. The requested award is within the budgeted amount for this expense.
