BACKGROUND:

City Council awarded Contract 22-151 to Black & Veatch on July 19, 2022, with an anticipated completion date of December 31, 2023.

 

The purpose of this contract was to test the assumptions used to select MUCT (Modified University of Cape Town) with side stream enhanced biological phosphorus removal (S2EBPR) as the chosen process for phosphorous removal at Springbrook Water Reclamation Center.

 

DISCUSSION:

This Change Order is requested to extend the final completion date from December 31, 2023, to September 30, 2024.

 

This is a time extension request to accommodate a series of nine monthly training sessions to prepare staff for the selected nutrient removal technology. A bench scale study was conducted from September 2022 through July 2023 and results are summarized in Black & Veatch’s Final Report dated October 10, 2023. Full-scale piloting is not recommended as necessary to justify and inform full-scale design.

 

FISCAL IMPACT:

This change order is for an extension of time. It is anticipated that most of the work will be completed and paid for by December 31, 2023. Any amounts remaining to be paid in 2024 are anticipated to be minor and will be accommodated within the 2024 budget.
