BACKGROUND:

Members of the Planning and Zoning Commission (PZC) have indicated an interest in changing the meeting start time for PZC meetings from the current start time of 7:00 p.m. to a new start time of 6:00 p.m. to make attendance easier for its members. The 7:00 p.m. start time is noted in the PZC's bylaws, which are rules of procedures that facilitate the performance of the commission's duties and the exercising of its powers.
The PZC's bylaws were last amended on April 3, 2017, via a resolution approved by the PZC. Copies of the current PZC bylaws and the approved 2017 resolution are provided as Attachments 1 and 2.
The PZC is not requesting a change to the date of its regularly scheduled meetings, which are held on the first and third Wednesdays of the month, with some exceptions as outlined in the annually published meeting schedule.

A change to the PZC meeting start time will require an amendment to the PZC bylaws, which designate a meeting start time of 7:00 p.m. in Article II (Meetings), Section 2 (Regular Business Meeting), item a, of the bylaws.
If there is PZC consensus to update the meeting start time, staff also recommends additional bylaw amendments to reflect current meeting procedures, recent updates to the Illinois Open Meetings Act and Illinois Election Code, and other administrative items that could be adopted with the change to the meeting start time.
