BACKGROUND:
The Electric Utility (Utility) maintains a 125Vdc stationary battery system at each of its substations that provides control voltage to Utility circuit breakers, system protection elements, and SCADA devices.
The Utility has been upgrading its old electromechanical relays with microprocessor-based relays and installing crucial communication equipment in its substations. These upgrades add a significant amount of continuous load to the battery system that was not accounted for in the initial design of the battery.
The Utility has identified four substation locations that require battery replacement. The batteries located at the Raymond, Jefferson and Ogden Substations are 18, 15, and 14 years old respectively, and are approaching end of life. The batteries located at the Modaff Substation are currently leaking in-between maintenance and the battery charger is undersized for the future load.
DISCUSSION:
Utility engineers performed a battery sizing calculation per IEEE 485, to properly spec out an appropriate replacement battery at each location. The proposed C&D 3DJ-09HP battery, C&D 3DJ-11HP battery, and Hindle ATEV1130050SMT1SSB3XXXG1 Charger meet the calculation requirements as well as all other Utility specifications.
Staff has identified an approved cooperative contract, Sourcewell Cooperative Contract 091422-WES through Wesco Distribution Inc., for the procurement of the approved C&D battery, battery rack, spill containment, and installation/testing services.
