BACKGROUND:
Staff received a request to investigate on-street parking and traffic flow on Webster Street between Van Buren Avenue and Jefferson Avenue.
On-street parking on Webster St. is located south of the Paw Paw lot entrance on the east side. There are 5 spaces with a Two-Hour Parking restriction between 6:00 am - 6:00 pm (Monday-Saturday). There is a No Parking restriction on the southern end of Webster St. There is no parking north of the Paw Paw lot entrance (see exhibit 1).
DISCUSSION:
City staff investigated this request and determined that there is adequate road width for two-way traffic and on-street parking on Webster St. However, the road width on this block is narrower than other streets downtown and there is reduced ease of two-way flow, especially for large vehicles.
On-street parking on Webster St. narrows the usable roadway to 18 ft. 18 ft is the minimum usable road width required for on-street parking to be lawful, per Municipal Code Section 11-2A-1 No Parking Places.
The No Parking restriction located on the southern end of Webster St. was established in 1992. Staff investigated this ordinance and found no justification for establishing a No Parking zone in this location.
Staff recommends moving the No Parking restriction on Webster St. to the midblock and relocating the 2 southmost Two-Hour Parking spaces to the south end of the block (see exhibit 2). This modification would create a 35 ft space for two-way traffic to pass, while maintaining on-street parking.
