BACKGROUND:
The City Council awarded Option Year #1 to Contract 25-047 to Hoerr Construction, Inc. in March 2026 for a one-year term from December 1, 2025, to November 30, 2026, with three one-year options to extend.
The purpose of this contract is to supplement the Water Utilities' sanitary sewer cleaning crews in maintaining the sanitary sewer system. This maintenance is in accordance with the Utilities' Capacity Management, Operation, and Maintenance (CMOM) standards as required by the Illinois Environmental Protection Agency (IEPA).
Due to unexpected staff turnover in the Collection & Pumping section, the Water Utilities is not able to sustain the cleaning frequencies required under the 2026 CMOM.
This Change Order will allow the Utilities to meet the CMOM-mandated cleaning operations.

DISCUSSION:
This Change Order is requested to ensure the Water Utilities can meet the sanitary sewer cleaning goals established under the 2026 CMOM and reduce the risk of sanitary sewer overflows (SSOs) within the wastewater collection system. cleaning frequencies, uphold regulatory expectations, and protect system reliability and public health.
