BACKGROUND:

The City Council awarded Contract 17-122H to Thomas Engineering Group, LLC on February 7, 2023 for a one-year term from March 7, 2023 to March 7, 2024, with no option to extend.

The purpose of this contract was to provide Phase I & Phase II engineering services for the reconstruction of Sylvan Circle and East Porter Avenue.  The contract also included replacement of water main and the installation of storm sewers.

DISCUSSION:

This Change Order is requested because in addition to the roadway reconstruction, water main replacement and storm sewer installation, the Water Utilities is adding sanitary sewer and sanitary manhole replacement to the project.

Based recent field inspections, the Water Utilities has determined that approximately 1,000 ft of sanitary sewer and 12 deteriorated and failing sanitary manholes need to be replaced.

CIP#: SC259 - Sylvan Circle/ E. Porter Ave Roadway Improvements

Costs associated with Phase I & II of the referenced CIP is budgeted in the account numbers listed below. The project, managed by the Transportation Engineering & Development department, includes various Water Utility upgrades for which a total of $75,000 is budgeted in the Water Capital Fund in 2023, of which $24,178 has been expended. The requested change order is accommodated within the budget.
