BACKGROUND:
The City Council awarded Contract 16-015 to Tyler Technologies on November 15, 2016 for a seven-year term with unlimited 3-year extensions. The current term ends December 31, 2023.

The purpose of this contract is to implement an ERP software to replace the City's old ERP, Naviline, which is over 30 years old. To date, the City has implemented the financial, revenue and human resource management modules of the ERP.

One of the remaining modules left to implement is the Utility Billing module. One of the reasons this module has not been implemented is because the Electric Utility has asked for modifications to complement their current processes. The first modification was requested and approved by the City Manager in October 2019 to modify the sales tax calculation and create a new meter reading interface.

DISCUSSION:
This change order is requested to have Tyler Technologies modify the Utility Billing module and allow the Electric Utility to bill customers using time of use (TOU). Time of use billing will allow the Utility to adjust the price of electricity based upon when customers are using it. During high energy usage times (daytime), the cost is higher. Whereas, during low energy use times (when people are sleeping), the cost is lower. TOU billing is becoming more popular as energy costs continue to increase. This modification will be available in version 2021.8, which is expected to be released in early 2023.
