BACKGROUND:
The subject property, 40 Shuman Boulevard, consists of an office building and two associated parking lots, located at the northeast corner of Diehl Road and Washington Street. The Subject Property is currently zoned ORI (Office, Research and Light Industry).

Tesla, Inc. currently leases 6,320 square feet of office space on the first floor of the Subject Property. The Tesla, Inc. car dealership is located on the property at 3200 Ogden Avenue, Lisle, Illinois. The petitioner is requesting to locate up to 250 inventory vehicles on the Subject Property to assist with volume and vehicle delivery in Naperville.

DISCUSSION:
The petitioner, Woodmen of the World Life Insurance Society, is requesting Temporary Use approval for the storage of inventory of up to 250 vehicles in the designated areas of the Subject Property for a period not to exceed three years (expiring on November 18, 2028). The proposed parking area is depicted on the site plan attached to this agenda item.

Temporary Uses
Inventory vehicle storage is not permitted in the property's underlying ORI zoning. Per Section 6-2-11 (Temporary Buildings, Structures and Uses of Land) of the Municipal Code, the Zoning Administrator may authorize the temporary use of a building, structure or parcel of land for a use that does not conform to the zoning regulations, provided, however, that such use will not have a potential adverse impact on surrounding properties or public health, safety and general welfare, and shall not exceed a period of more than six months.
